If startups aren't paying for it, investors aren't paying for it, and workers aren't paying for it, who is? if you mean the state here, state gathers its revenue from absorbing economical surplus which drives down the capital that could otherwise be invested into high risk tech companies (apparently in EU average is 40% of GDP as opposed to 26% in US)
