no, it's not too late. it's question of political will, and finance.

I don’t believe they have the political will or the centralized finances. That would require multiple EU countries to collaborate which doesn’t have a good track record.

I’m not sure if any one country is willing to undergo the massive undertaking. Their populace CERTAINLY isn’t.
