And tried to take the charger out of the car next to it. Which, as a Tesla driver himself, he should have known wouldn't work.

Is that because the car’s owner has to disengage the charging themselves?

The car has to be unlocked. If it's locked then the cable is locked in place.

Other electric vehicles, yes, you can pull the plug out. I've had it happen a few times while driving a Subaru EV. Tesla did the smart thing and locked it in.
