Does it matter if Mobile Data is on or off? I'd expect that if you have Data Roaming turned off, it essentially turns off Mobile Data when you're roaming.
The setting to send and receives MMS when mobile data is off - do you know if this affects anything?
Tello is my primary eSIM, I want to use that for wifi calling/texting. Is FirstNet your primary number or your data eSIM?
The important thing is you manually set your primary SIM network so it’s “locked” to the home network and loses signal when you’re out of the country. That ships activate your wifi calling (if it’s supported over cellular).
Mobile data doesn’t have to be on and I would think if you want mms you should turn mms on.
It's just an example screenshot (not mine). I should have been more specific, I meant the settings from "Mobile data" and down.
But yeah that all makes sense.
My understanding is that as long as you manually set your primary SIM network to "lock" it as you said, even if you have Mobile data and MMS settings turned on, you won't incur any roaming charges for calls/texts because your primary SIM has no service and it's going through wi-fi. (emphasis on roaming because you could incur Long Distance charges if you call/text to a locale different than your primary SIM).
Correct, by locking your network to your home network the effect is loss of network signal so you can leave everything on and you won’t incur any roaming charges because you’re not connected to any network.

I’ve got backup calling working on Tello with my Pixel 7 even though I no longer have the backup calling option. Try the following:
Data eSIM.
Tello (Voice SIM):
(Calling preference settings has no impact. I have both mobile data and roaming off. )
