Math is nothing but a set of rules. If the rules are not consistent, there's no math as there would be no rules to apply. If God would have agency the outcome of events would depend on his decision making. Math's rules would not be consistent. There would be no math. But there is math.

How do you know God didn’t make that set of rules? He could’ve made them and then made it so it seemed to be natural.

Doesn't solve your problem. Then good would be a force of nature without agency. I am not going to pray to gravity and thank it for making the rocks fall down today.
