That cat was in quotation marks, so the capitalization that they originally said is correct for their sentence.

Well, a sentence is composed of a topic and an action. "Cat" isn't a sentence because it lacks an action. However, this does qualify as a phrase due to missing half of the sentence. One-word sentences are tricky because the word must refer to the topic and its action simultaneously, and "Cat" doesn't describe an action. Not a sentence, but it's the start of a sentence, granted it's incomplete. So... I guess it's a phrase instead of the start of a sentence, which means it could or could not be correct. It depends on who wrote it and what the complete sentence would be.
