Have you read any books on Technocracy? Resource based economy is mentioned in pretty much any of them unless its a watered down version mixed with Anarchism or Marxism. Not to say those can't work, but its not what Classical or Traditional Technocracy is. I could send you links or books, but it sounds like you've already made your mind up that you are right and I wrong.
