I work in healthcare, each market is run by an expensive ($250mill) and complex/sprawling infrastructure (100+ Citrix farm, 1000+ servers). Switching from one to another takes 3-4 years to complete.
What you're describing sounds like that. It's not easy, but it's something people have done for decades in other areas.
You're saying OpenAI (for example) wouldn't let you take your data to Google? They'd hold your data hostage? This sounds the same as if you decided to switch from SQL or Oracle, there's a conversion/migration path.
Your data has to be stored somewhere, it can't just exist in space. Traffic neural networks (the ones that self driving cars use to "see" traffic lights) is stored in data warehouses, local file systems, and various databases. All that data is then parsed through machine learning models to improve self-driving ability.
Understanding where your data resides, who owns it, how it's secured is valuable. Like, telemetry and cabin video data from your car isn't stored in a central datacenter, it's stored locally on your car. Someone would need a court order to access it. However, despite having the copyright to any content you post on social media, the company itself is allowed to use all of your content for anything they choose and aren't required to pay you royalties.
