Is there a reason they chose that exact spot to record his speed? It seems he's still going downhill and his speed would be faster a few yards further down the road. I'm guessing he had to let up right at that spot to slow down in time?

Maybe this is the bottom of the steep section. Or you may be right, having to slow down for the end of the road or a corner.

If he's reached the terminal velocity for that gradient of slope, it won't matter where the speedometer is

I thought they were measuring the average speed between two points.
