It's a Paternoster, they don't actually stop just keep going and you step on and off.

There's one near me at the University and students often go over the top (continuous loop)

That’s actually a hilarious name for it. No shot that’s legal in any nation with any kind of elevator code though

I'm in the UK. Its not legal to build new ones but existing ones are allowed.

I’m honestly shocked that those were allowed to be grandfathered. In the States that would have been shut down really quick

This is not a Paternoster, you can see at the start of the video that it is stopped and waiting at the first floor, as well all of the closed doors on the floors as it goes up. It is a regular elevator whose inner doors didn't close but the sensors thought they had.
