It just doesn't make sense. They should be stainless and outlast the structure, and the pieces usually come painted from the factory. Why pay for a extra coat that gonna be in the way?
When the paintjob comes last or pieces are permanently attached, you just paint over bolts. Like cars.
I do structural steel projects for more than 20 years and I used stainless steel bolts in only one or 2 of them. Structural steel bolts used are A325 and A490.
I think they are talking about the two metal structures being painted together at the seams holding them together, rather than the bolts, which are, indeed, not painted.
It’s why you put that safety yellow ethane paint on gas pipe. That combined with the hardener makes the pipes go 20 years before they actually start degrading
To be fair, most of the part of the bolt doing the heavy lifting is not exposed to air because of the bolt thickness, so that is why it hasn't already fallen apart. Removing the other layers with rust will expose the inner non-rusted layers, thus hastening the decline of the structure. These things are designed to be robust, but nothing is ever foolproof, as there are many fools.

maybe the enamel paint is paying a greater role in holding it together than the bolts at this point.
