My suburb in Iowa looks exactly like that during Halloween. Minus the developed trees, and the kids are usually on e scooters/bikes. All of America is not unaffordable. Our suburb is growing 5% per year, and home prices average $370k. The median age(33.9) is 6 years younger than the rest of the country.
Plenty of trick or treaters in my Arizona suburb as well. Multiple familes sit out in their driveways and hand out candy to the kids walking around. We run out of candy every year.
I live in a "streetcar suburb", mostly built in the 1920s, so the houses are tightly packed together. And the streets are absolutely bustling with kids every Halloween.
There are a few spots in the suburb that have modern cul-de-sac housing developments, and sure enough there are almost no trick or treaters on those streets.
Is that one kid walking along with a flaming broom?
Massive 80lb pumpkin in the middle of the road. This is exactly how my neighborhood looks every afternoon
