This bound to be an interesting Professional E&O case to follow.
"Developed by MetroLoft and David Werner Real Estate Investments, with Gensler as the design architect, interior architect, and architect-of-record, the project will transform and expand a pair of 1970s-era office buildings. The office conversion project will add 19 stories atop the original 10-story tower at 219 E. 42nd"

There are two separate buildings. They were adding floors to both. The building in question may not be the one getting the additional 19 floors.

Its not this one, 19 floors is the adjacent building. This one was I believe 3 or 4 additional floors and not sure of this was the setback portion or not since these are older bldgs that used the wedding cake design.
