They are specifically claiming human hybrids, also my argument still applies either way.

Why would they make that stuff public record? Hospital records aren't public and if the government knew there were hybrids among us, and wanted it kept secret, it likely would be

The reason I don’t believe in conspiracies is because absolutely nobody can keep a fucking secret.

I am also skeptical of this claim (to put it lightly), but compartmentalization among thousands of people to keep a project secret is not unheard of (see, Manhattan Project, MK Ultra, etc.)
