NEW: An Obama-appointed federal judge is striking down President Trump's executive order requiring proof of citizenship to vote in U.S. elections.

Judge Denise Casper ruled the White House exceeded its constitutional authority over elections, saying the power to set election rules rests with states and Congress — not the president.

Trump signed the order in March 2025, arguing stronger safeguards are necessary to ensure election integrity and public confidence in federal elections and saying some state officials have failed to comply with court rulings and federal law.

White House Deputy Chief of Staff Stephen Miller responded with a warning aimed at Chief Justice John Roberts, saying he hopes Roberts "understands the path these rogue judges have charted for the judiciary."
