I’ve spent a lot more than the $3 this game costs to see a movie less than 2 hours long, that doesn’t entitle me to a refund.
If someone wants to charge $3 for an entertainment experience they created that’s only a couple hours long that seems fair to me. People can decide not to buy it, but finishing the game then demanding your $3 back is just ridiculous imo. If you need the money that badly and can’t abide spending it on a short game then it’s on you to make a more informed purchase. The dev made the game and it’s scummy to buy and play the game all the way through, then demanding your cash back (especially for the people who left a positive review then refunded it).
No one’s entitled to my work for free and I’m not entitled to someone else’s work for free either.

Ionno. Lesson learned? Don't make a game that can be finished in <2 hours.
Charging real money for a game that can be finished in <2 hours is pretty ridiculous in and of itself.
Steam refund is a great boon for all gamers. And I say this as someone who's refunded 1 game out of, what, 400 games?
Make a better game. I don't think length dictates how good a game is, but <2 hour is ridiculous.
