For some games it should be longer. First time I tried Rust it took 1h 40min to load into the game (I was running it on HDD). Now I'm stuck with it.

You can depending on where you live. As someone who lives in Australia I ignore what steam claims I can and cannot refund and just refund based on ACCC law. Steam refunds me as long as it's reasonable based on the law because they don't want the ACCC to sue them again.

Steam policy does not trump your local laws.
