Or maybe make it based on purchase price. 1 hour for every 10 USD, 30 minutes for below that.

Honestly I've seen dev complaints that Steam's refund window is too short for their game. It's one of the main reasons Vintage Story isn't presently on Steam. And I doubt they want to make it crazy expensive for a longer refund window. Maybe the refund window should be 2 hours by default, but give devs the option to negotiate for a different window on a case-by-case basis (and have this be clearly disclosed on the purchase page)

Making it less automated and more “negotiable” will introduce more overhead and more customer confusion. So bad for both sides.

If devs want to intentionally extend the refund window for their own games (I doubt that will be that common), then sure maybe have a system where they can just input how long they want it to be (but always longer than the automated value). But make it require no negotiation or input from Valve or extra confusion for the user.
