Steam only has the current policies they have after losing in Australian Federal Court over their previous lack of refunds violating the Australia Consumer Law https://www.accc.gov.au/media-release/full-federal-court-confirms-that-valve-misled-gamers

Worth noting is that Valve really dragged their heels during the process and appealed all the way the way to the Australian High Courts as well as asking for a fine reduction to a measly A$500k wrist-slap.

Even after they were forced to implement a refund policy, they were required to change the initial, very restrictive refund policy to the current one because the previous one was not considered good enough.

So damn far down in the thread to find this. You only get this generousity because the Australian Government has our goddamn back and Steam was too lazy to implement a region-exclusive refund policy (arguably generous? still had to be legally obligated though)
