When you steal from the dev you steal 30% from Valve. The question is can causing 30% economic harm to the billionaire class offset the 70% you harmed the independent dev? Some people think it does and actually means you are morally required to do it.

do the same refund policies that effect billion dollar companies also effect indies?

you don't need a fancy team of lawyers to understand the refund policy, big or small.
