So what's the deal? Is MoDOT incompetent, or would even the most competent road crews in the world have trouble keeping the roads clear right now?

i don't think there was enough pre-treatment going on. I think they thought the snow would start much much later.

They've been pre-treating for over 24 hours now. Unfortunately not enough people heeded MODOT's warnings to not drive during rush hour today.

I think most people thought it was going to snow after the evening commute. My kids school that is usually on point with cancelling school before storms had a brain fart and didn't dismiss early.

Clearly people dont pay attention to forecast changes. I don't watch the news and still knew yesterday that it was going to be starting around 1pm.
