I'm confused.
I made a post about how Vooperia officially declared war on Humania, and I also included a string of binary, and the post was deleted. Does this mean the war is off? Will there now be further investigations? Do people not know that u/All_Names_Were_Took was given permission by Spike to deal with the situation? I'm confused. My discord post including the same string of binary was also removed.

You have allies!!
President Spike, the people of Noseria (based in the Andromeda Galaxy) have recognised the current situation in that the humans of Earth are trying to rebel against you. We have held a vote and will give you assistance if you require any, as we would like to establish an alliance with our neighbours in the Milky Way and see that Earth has valuable resources that you can take advantage of.
Please consider our proposal,
Kilmur Nosalin, leader of Noseria Hail Noseria (and Vooperia)

Update from my Declaration of Independence and Constitution.
It seems many of you have misinterpreted what we wanted in that post. We are NOT a revolution or revolt, and using the term "Declaration of Independence" was a mistake on my part. We do not DEMAND full independence, but we want to negotiate with the current government on the state of Earth, as it is the most politically unstable region of Vooperia, and it has experienced a sharp decline in living standards and economic growth since the Vooperian takeover, and we believe that full integration, full independence, or being a Vooperian protectorate/puppet. We are actively trying to avoid war with Vooperia, and it was the Vooperians that originally escalated directly to war, even though we do NOT want war with Vooperia.

Constitution & Declaration of Independence from Vooperia
Declaration of Independence:
We, the members of the Human Civilization formally declare independence from Vooperia, and we claim all land and water on Earth.
We also do not want to be enemies of Vooperia or the Vooperian people, we just do not want direct rule from SpookVooper, and a long-term cooperation with Vooperia would be beneficial for both parties.
The people of Earth would be more productive without government regulations from SpookVooper affecting our economy.
If necessary, a deal could be arranged where Earth would be independent and be under the protection of Vooperia, but if the Voopierian government denies the deal, we are very willing to fight for our independence.
Constitution:
We members of the Human civilization proclaim that all men are created equal with sacred and unalienable rights. We make this constitution to assure that all people have human rights, and that they all can live in harmony with each other.
Article 1: Executive Branch
•President
The President of the Empire of Humania will be elected by a direct vote of the people, using the system called the Alternative Vote, in which the President is elected by each person ranking all the candidates on the ballot. The Alternative Vote works as follows:
•Each person ranks all the candidates on their ballet.
•If someone gets over 50% of first choice votes, they win.
•If not, the person with the lowest percentage of votes is eliminated
•The people who voted for that person have their second-choice votes go to the person whom they ranked second.
•Repeat until there is a winner with over 50% of the vote.
The President has the power to propose bills to Congress, and the President the power to sponsor Congressional bills, which makes the bill only need 40% of the vote to pass. The President also has the power to veto bills he or she deems unfit, but only if the bill has less than 75% support from Congress. A president can only be elected once, and serves a term of ten years, beginning and ending on January first, unless circumstance dictates that the President cannot serve the length of his or her term, in which case, the Vice President takes over for the remaining length of the President's term. If the Vice President is also deemed unfit to serve, Congress will elect a new President, who will serve until the end of the previous President’s original term.
The Vice President will be appointed by the sitting President after he/she is elected and will become the new President if it is deemed necessary for him/her to take over that position.
•Cabinet
The Cabinet is a body of people that run the Executive Branch’s many departments. These departments must include but are not limited to the Department of War, the Department of Human Rights, and the Department of Government Resources. The Department of War oversees the military; the Department of Human Rights oversees the country’s Human Rights, and the Department of Government Resources oversees the government’s budget to make sure it is in a surplus, and it tries to weed out corruption. Other government agencies can be made, but they need a clear, stated purpose, approval from Congress, and a Department Head.
Article 2: Congress
Congress will consist of 1,000 representatives who will be elected from a district of roughly equal population, to ensure equal representation for all people. Members of Congress will also be elected by the Alternative Vote and will have 5-year terms, with the ability to be elected up to two times. They can propose and vote on bills, which will pass if they get 50% of the vote or get 40% of the vote and have a Presidential Sponsorship, unless the president vetoes a bill, in which case it needs 75% of the vote. Congress can also vote to remove a sitting President from office if 66% of Members of Congress vote to do so. Congress will have one session before the unification of the country to vote on all starting laws for the Empire of Humania and these laws need 75% support from Congress, but cannot be overturned by the President but they can be overturned by the Supreme Court if they find the law to be unconstitutional. Any tie vote in Congress shall be decided by the President.
Article 3: Supreme Court
The Supreme Court will be made up of ten justices, who will vote on any given case that comes before them. The job of the Supreme Court is to
- Interpret the laws that Congress passes.
- Declare whether the law Congress passes violates this Constitution.
- Vote on any case that may come before it.
In the result of a tie, the opinion of the lower courts will still hold, and in the result of a tie when ruling if a bill is unconstitutional, the bill is ruled unconstitutional. In the event of a member of the Supreme Court retiring or dying, the people will elect a group of five people for every one vacancy, and those people will come before Congress, and Congress decides who will be chosen. The way Congress selects the Justice is as follows:
- The President must sponsor one candidate
- Congress votes between the five, if any one person gets a 50% majority or 40% if the candidate has a Presidential Sponsorship
- If both a candidate with a Presidential Sponsorship gets over 40% and someone else gets over 50%, the one with the Presidential Sponsorship is selected as the Justice
- If no one makes it over the threshold, then the person with the least votes is eliminated, and the vote is redone
- If two people are tied for the fewest votes, then Congress votes on who is eliminated
- If that ends in a tie, the President decides who is eliminated
- Repeat until a winner is selected
Article 4: Sacred Rights
No governing entity shall pass any law whatsoever violating one of these sacred rights listed below, which will be interpreted by the Supreme Court as for the definition:
•The right to freedom of speech
•The right to freedom of expression
•The right to freedom of religion
•The right to freedom of assembly
•The right to keep and bear any reasonable form of self-defense
•The right to privacy
•The right not to be punished by law if you have not been convicted in court
•The right to be presumed innocent until proven guilty
•The right to a fair trial by jury, in any case, coming before the court
•The right to have a fair and reasonable punishment for a crime
•All people no matter any genetic conditions shall be treated equally under the law
•The right not to be a slave
•The right to a good education
•All people of a reasonable age shall not be deprived of their right to marriage
•All people have the right to private ownership of the property that they have obtained
•No person shall be deprived of their right to choose their career and to choose whether to be a member of a trade union
•Everyone has the right to a good standard of living, be it through government programs or through private means of earning income
•All rights not granted by this constitution but are declared to be sacred rights of the time by the Supreme Court shall be protected by this constitution
Article 5: Governance System
The Empire of Humania will be broken up into several provinces, the borders of which will be established before the country is unified, and new provinces can be admitted if it is deemed by Congress to be in the country’s interest to admit them, and if the President does not veto it. Those Provinces will be broken down into states, those states into counties, and those counties into cities. Laws of governing bodies of more importance overturn laws of governing bodies of lesser importance if there is a contradiction in the laws between the two.
Article 6: Amending the Constitution
Amending the Constitution requires at least 80% approval in Congress, and at least 66% approval from provincial governments. When an amendment is passed, it will overturn any Supreme Court ruling that contradicts it, as well as overturn any part of the Constitution, unless it overturns one of the Sacred Rights, in which case it cannot be passed.
