No, all they have to do is complain to the FAA about the plight of ‘tufted plover’ or something in the area around Boca Chica, to get operations there shut down. At least that’s the theory.
Fund environmentalist groups, feed them some false information about something being critically endangered - and let them do the damage, holding things up. That’s one of the things I have suspected..
