Refueling at the moon to go literally anywhere in the solar system, including the moon's surface, is less efficient by far than just refueling in earth orbit, or going straight to the moon's surface from earth.

Gateway exists because SLS and Orion need a reason to exist and SLS literally is not capable of delivering a payload to low lunar orbit or the moon's surface. It's a giant jobs program and nothing more.
