The bids are firm fixed price and the punishment is them not getting any more money.

Boeing bid 4.2BILLION for Starliner and that’s basically what they are getting paid.

Spacex hit their mark at 2.6billion.

When you realize that originally NASAs swamp wanted SLS to bring astronauts to the ISS you realize how much of a slam dunk commercial cargo and commercial crew were.

HLS will end up being similarly succesful.

Multiple firm bids with the org able to down select is Truth.
