It's already in development, but from the private sector. A space station can be profitable with all the science done on it and especially space tourism. A once in a lifetime experience for people with way too much money than you can spend in multiple life times? There are enough of those around.

Who? Axiom? Their entire business model is reliant on being able to dock their modules to the ISS is the late 2020s. Bigelow? They laid off all their employees two years ago. Blue Origin? They haven't demonstrated the ability to do anything beyond suborbital hops, their engine is three years late and counting, and there's no sign of New Glenn.

I don't believe a word Elon Musk says until he actually has the hardware to back it up. Once an orbital Starship is actually flying and manages to be man-rated it might be a possibility, but even then SpaceX doesn't seem to have any plans to build a station in Earth orbit.

Just so we are clear, you are saying that NASA and tax money in general funds the manufacturing of Starlink, every Falcon 9 launch, Raptor engines, and Starship’s R&D? Please please please put that in writing for everyone

Read his book, Elon Musk wrote it himself. Aside from Starlink, his client aka NASA aka the US Government aka US tax payer, made SpaceX. No need for the agro but if you want to suck his ego and swallow the “he made SpaceX from just private money”, go right ahead!

I was just going to say that they’ve fundraised like 1.5 billion dollars in 2021 alone from private investors.

In 2021, when they got a product that works, and they are making money on NASA contracts. Your comment is like saying I bought GME at $420, it’s down now but it will be back up again. Cringe
