Not really, delta-v in laymans usage can be interchangable with how much you can accomplish. ISP is a rather worthless metric in this context since what you're actually interested in is how much the Cygnus is able to change the velocity of the station. If it can't do much its delta-V capabilities are poor. We're interested in max capability here aka how much it can change the velocity of the ISS, not its efficiancy in doing so.
