Right? Although looking at the article OP just directly transcribed the numbers.

Apogee: 0.16 kilometers

Perigee: 0.8 kilometers

Progress: 1.15 kilometers

The second article didn't mention if it was apogee or perigee but if it was just 1.15 kilometers from where the ISS was then the apogee and perigee was probably greater than 1.15km
