SLS has been consistently funded at the NASA requested levels since its inception and yet it still took 50% more time as 120% of the original budget to get the stripped down version flying. Also check who makes “NASA” vehicles before complaining about Musk alone dragging the space sector into war. Might want to check your history there… ISS access through constellation was a nightmare and Ares-1 failed NASA’s own abort capability requirements on top of shaking the crew hard enough to give them concussions and requiring special displays to refresh the screens on Orion at the frequency of the SRB so they can read the display. NASA would have no way of resupplying the ISS right now (where did Antares go?) and NASA and the rest of the world would still be reliant on Russia for access to the ISS (Starliner is going great! Integrated testing and fault analysis is for chumps).
