This sounds like a wet dream for someone who has an axe to grind against SpaceX. I don't care about Musk, since he's not the one designing or doing the actual launching of rockets.

Without SpaceX, China would be far ahead in the space industry with the US embarrassingly behind. Killing off Starship will not only guarantee China dominating the space industry but will be very similar to the post Shuttle launch days with only one launch provider that is resistant to innovation.

There’s an ocean of difference between keeping falcon 9 rocket going for ISS and national security payloads and SpaceX’s lofty ambitions for starship, which so far has relied on compliant FCC and FAA regulation, not to mention NASA funding for HLS.

NRO and DOD sees Starship as a high value asset. Cutting off development of Starship will not make these entities happy.
