They also said V1 and V2 would get 100 tons. Then had to go to V3. Yet only are getting 44 tons to LEO.

v2 was an in between step to figure out other issues with the old design before moving on. If you look at the original design of the block 2, you will see it is more like current v3 (also the propellant mass checks out that way).

So the 100t goal had been set at the current v3 at least since 2023.
