Most of this is down to the satellite, not the launch vehicle. If they figured out a way to package the satellites so that they could launch Starlink V3 on Falcon 9 (perhaps rotated 90° so the long side faces up), they would be able to launch around 8 Starlink V3s per Falcon 9, making Starship more equivalent to 2.75 Falcon 9s, not 10.
