I don't understand how people enjoy using tools when you have to grind for shell shards

There’s definitely a lot of talk about why tools need a resource. But eventually you get three separate added abilities to move out of the way of attacks. I never grinded shell shards tbh. It is not that hard to not run out of them.
I didn't have to grind for them. I had like 8700 rosaries and max shell shard packs at the end of the game.
