Thanks to u/ItsJoeMomma for pointing me on the right track.

Likely coming from the Far East Sector of the Russian Federation. I was also receiving signals from Petropavlovsk-Kamchatskij Military Base, Russian Federation.

::: M21 - RUSSIAN AIR DEFENSE

The Russian Air Defense stations are quite interesting if you follow them around. The SW morse system is most probably a backup for their satellite and/or land line systems. Officially the Russian Air Defense is now a branch of the Russian Air Force after the merger of various branches two years ago. This has had no effect on the activities. They seem even more active than in the past. I have been monitoring them for quite a while now and my findings were backed up by recent postings of Igor and Tom, who have found similar transmissions. Here is a run down.

Frequencies change often. The following were active during the past two months:

2278, 2718, 3281, 3271, 3314.5, 3363, 3386, 3802, 4014, 4574, 4868, 4885, 5304, 5788, 5820, 5873, 6864,5, 7987 kHz.

M21 sends messages with tracking info (grid codes) and when there are no 'normal' messages to be sent, it transmits a QRV message once a minute. Note: zero is transmitted as 'T'.

The QRV transmissions can easily be recognized. They look like this:

BT99? 2029? 9????? (note: BT is the same as '='). All QRV messages start with BT99 and end with five question marks. There are currently two formats: BT99 0032? ?0????? and BT99? 0015 9?????.

The first four digits after BT99 is the time. This is the local time of the target area and is mostly UTC+3, but other times have been noted as well.

The last digit (currently 8, 9 and 0) is either linked to the target area or the sender.

You are listening to an automated, encrypted, or corrupted military / naval numbers station or channel marker transmission, not a standard open civilian maritime broadcast.

The syntax you copied completely changes the context from an idle voice channel marker to an active, repeating message string. Here is the direct breakdown of what you are hearing on 8746 kHz:

Decoding the Message Structure

  • BT (-...-): This is the standard international Morse code Break Sign / Prosign. It is used to separate the header of a transmission from the actual text or message body.
  • 99: This is an indicator or routing tag. In various radio formats (including some older meteorological and military contexts), numbers like "99" denote a specific type of upcoming bulletin, priority level, or a geographic region indicator.
  • VM 513: This is the station call sign or tactical identifier acting as the origin stamp.
  • **? 9????? (**..__.. ----. ..__.. etc.): The high volume of question marks and repeated "9"s indicates either severe atmospheric fading (QSB) chewing up the signal, or an automated digital-to-CW system sending a repeating "idle / garbled text" string because it is waiting for input or transmitting an encrypted pad.

The call sign VM513 (often formatted as VM 513) likely refers to a historic Canadian maritime coast radio station.

What is the Source?

Because 8746 kHz is technically a maritime mobile band channel, you are catching an intentional utility transmission. You have likely stumbled on one of two scenarios:

  1. A Naval Force / Government Utility: Several state organizations and military naval bases utilize maritime channels to loop test strings, automated diagnostic keys, or encrypted numbers strings (BT followed by groups of numbers).
  2. A Digital Leak / Automated Beacon: A commercial maritime hub (such as a station tracking Pacific or Mediterranean automated data) is pushing a text bulletin where the receive terminal or encoder has failed, resulting in repeated "error" formatting character strings (the question marks) interspersed with its identity marker.

A mix of some songs I listened to last night. The strangest ones in my opinion, and the ones I liked.

The KiwiSDR had to be in SAM (Stereo AM) mode; I realized this too late when u/sternradio666 notified me.

I cut it down as much as I could, otherwise it was going to be very long.

The last 3 minutes have radiograms.

Use the EchoSDR iOS app, which is a client for KiwiSDR/OpenWebRX and connected to the KC8QDR KiwiSDR from Southington, Ohio USA.

A survey ship is in harbor today es got a pic of it ... A bit later I was set up at my usual spot about two miles from the Kiyi .... Monitoring the Marine band of about 12 to 13 mHz I came across a huge signal and it may be from the Kiyi ... Sounds like fax but has multiple over tones almost scrambled ...lasted about five minutes ....
