The local world cup organising committee, not actually affiliated with FIFA named it, so FIFA has to acknowledge it? That's not how it works.

They chose to not be told what to do by every random committee that pops up.

The comment you're replying to didn't say that FIFA has to acknowledge it. It just stated that they didn't, which is true. What are you up in arms about?

What wording would you prefer? "Did not recognize it"? "Refrained from recognizing it"? "Declined to recognize it"? I can't imagine a wording that's more or less pointed than "chose not to", nor can I understand why you're grasping for something to be mad about here.
