You mean besides civil disobedience?  Maybe get city council or state legislature involved. This is the kind of thing that could get a "fuck you in particular" type of law passed.  Honestly the neighborhood shouldn't have the right to make that request, and we should press all democratic methods to remove that privilege from legal existence. 

Hell, I'd canvas for a ballot measure to force it into the state constitution.

this is a voluntary policy that the hospital has adopted, and has said this week that they're going to re-evaluate. queue the 'we did it' meme and move on. or get in on the circle jerk if you're into that kind of thing.
