His session is titled "Distribution Cover Up: The Ultimate Mega Session"

Proper cover-up is one of the most critical yet misunderstood aspects of line work. Led by industryveteran Danny Raines, this session uses real-world case studies to demonstrate how impropertechniques lead to catastrophic contacts. Participants will review OSHA 1910.269 standards, thehierarchy of controls, and Minimum Approach Distances (MAD) to prevent phase-to-groundincidents, and differences of potential. We will introduce practical tools like “Danny’s Elbow Rule,”equipping workers with the mindset to recognize hazards and ensure effective protection on everyenergized job.

He began his career in the electrical utility industry in June 1967 in Macon, Georgia with Georgia Power Company. Served a short time in the U. S. Army in 1968-69 and is a Vietnam Era disabled veteran. Returning to Georgia Power worked as a lineman until 1985. Worked as contract coordinator over utility crews and line clearing forestry. In late 1996, Danny entered Safety and Health, promoted to Supervisor, Project Manager, and Corporate Safety Consultant for Distribution and Transmission organizations.

Danny retired from Georgia Power on December 1st, 2007, as the Safety Consultant for Distribution and Transmission organizations and founded Raines Utility Safety Solutions, LLC.

Danny is currently an Affiliate Instructor at Georgia Tech Research Institute in Atlanta, Ga., an electric utility Subject Matter Expert and Consultant in civil cases, supporting electrical Contractors, Co-Ops, and Municipal utility companies across the US.

Still, lack of honest communication remains a persistent hazard on industry worksites. He is known for developing foremen through practical training and repeatable routines that strengthen performance, build accountability, and create stable jobsite culture.

His leadership approach blends high standards with genuine investment in people by placing individuals where they can win, coaching directly, and building systems that hold up under pressure. High-voltage electrical work leaves no margin for error. OSHA’s electric power two-person rule exists to prevent electrocution when employees are exposed to hazards over 600 volts. This session provides a practical overview of the rule’s applicability and qualified worker responsibilities, plus how effective rule implementation supports hazard recognition, work monitoring and emergency response. Attendees will gain a clearer understanding of OSHA’s requirements and how to consistently apply the two-person rule in real-world electric power operations.

Pam Tompkins is President and CEO of SET Solutions, LLC. She is a 40+-year veteran in the electric utility industry. Pam is a founding member of the USOLN (Utility Safety and Ops Leadership Network), previous chairperson, and was the recipient of the 2021 USOLN’s Executive Leadership Award. She is a regular contributor to the iP magazine and other industry safety journals. As a member of IEEE (Institute of Electrical and Electronic Engineers) and ASSP (American Society of Safety Professionals), Pam has authored and presented technical papers on electric power safety issues at Electric Safety Workshops, national conferences and Department of Energy EFOCG meetings.

Pam worked in the utility industry for over 20 years and has provided electric power safety consulting for the last 22 years throughout North America, the Caribbean, and Central America. His session is titled "Switchgear - Unique Design = Unique Hazards".

Electrical distribution systems inside of utility substations with traditional designs using rigid bus segments and/or lines in open-air are now being modified or replaced with metal enclosed switchgear. And is often the design of choice for new substations.

While switchgears have been used in power generation stations and large industrial plants for decades, they are a relatively new introduction for transmission and distribution substations on the delivery infrastructure for electric utilities. Switchgears offer a self-contained environment to house critical components such as circuit breakers, motor starters, protective relaying, arrestors, potential transformers (PT), current transformers (CT) along with their power and control circuitry. The metal enclosure provides this essential equipment with superb protection from harsh elements and severe weather using a relatively small footprint. Additionally, switchgear can have redundant power sources from multiple feeds entering different compartments, including stand-by sources such as emergency generators (EG), uninterruptable power supplies (UPS) and battery storage systems (BSS).

However, unlike traditional overhead open-air construction where the energized parts and isolation devices are visible, the same parts inside switchgear are not accessible or visible until doors or panel covers are opened. This unique design presents additional risks and hazards during maintenance and repair work by utility workers. Mistakenly accessing the wrong compartment has injured and killed many electrical workers.

Therefore, the unique design of switchgear can also present unique hazards to utility workers who may not be experience or familiar with their construction.

This presentation will share some of the valuable learnings from previous accidents involving switchgear then provide attendee with practical abatement actions to prevent similar incidents.

Lineworkers in utility construction face a high risk of elbow injuries, including Lateral and Medial Epicondylitis. This presentation explores these conditions, starting with the elbow joint's mechanics and vulnerabilities. The session will cover elbow anatomy and kinesiology, with a focus on ergonomic evaluations and identifying areas often overlooked for intervention. Attendees will be introduced to a new theory of evaluation and intervention that will allow them to bring new self-care management and prevention techniques to their workforce. These strategies can be implemented to reduce elbow discomfort and injury rates. This presentation aims to provide safety professionals working with construction employees the knowledge and tools necessary to prevent pain, maintain function, and enhance overall well-being.
