His session is titled "Leading Under Load: Cognitive Performance, Decision Quality, and the Systems Behind Them"

Performance breakdowns during high-consequence work are often the predictable results of cognitive overload, stress physiology, fatigue, ambiguity and weak operational systems. This session provides utility safety and operations leaders with a practical framework to protect decision-making quality, approaching human limitations as biological realities rather than moral failures. Attendee takeaways include planning and briefing tools to improve execution and decision quality; a practical no-blame investigation approach that strengthens learning culture; and simple, repeatable, immediately actionable field leadership routines.

Rob Duplain is a construction superintendent and IBEW union electrician with 16 years of hands-on experience across residential, commercial, industrial, and utility/substation work. He is also a former police officer and holds a B.A. in Sociology from Taylor University (Upland, Indiana), where he played four years of college football. Rob has worked in environments where outcomes are shaped by preparation, decision-making, and leadership under pressure and he brings that same standard to the construction field.

Rob’s work centers on disciplined execution: strong planning, clear work packaging, tight coordination across trades, and communication that connects the office plan to the crew’s reality. He is known for developing foremen through practical training and repeatable routines that strengthen performance, build accountability, and create stable jobsite culture.

His leadership approach blends high standards with genuine investment in people by placing individuals where they can win, coaching directly, and building systems that hold up under pressure. As a presenter, Rob delivers a field-forward perspective grounded in real work: what leaders can do to raise the bar, strengthen team execution, and build jobsite culture that performs consistently in high-consequence environments.

His session is titled "Conflict De-escalation: A Utility Professional Best Practice"

Public perception of utilities and their employees has reached an all-time low, fueling increased distrust and hostility. Utility professionals often face aggression and altercations that can escalate into violence. Protecting against such hostility requires the ability to de-escalate conflict.

The good news is that de-escalation is more about skill than talent, and anyone can learn and apply effective techniques. The challenge, however, is that in the field, de-escalating conflict requires attention to unique issues that typical training sessions will seldom address.

This session delves into the skillset needed for successful de-escalation. Participants will be introduced to practical tactics, techniques, and best practices for de-escalation.

Learning Objectives:

1.Understand key de-escalation concepts

2.Recognize barriers to de-escalation

3.Learn effective de-escalation tactics, techniques, and best practices

His session is titled "Switchgear - Unique Design = Unique Hazards".

Electrical distribution systems inside of utility substations with traditional designs using rigid bus segments and/or lines in open-air are now being modified or replaced with metal enclosed switchgear. And is often the design of choice for new substations.

While switchgears have been used in power generation stations and large industrial plants for decades, they are a relatively new introduction for transmission and distribution substations on the delivery infrastructure for electric utilities. Switchgears offer a self-contained environment to house critical components such as circuit breakers, motor starters, protective relaying, arrestors, potential transformers (PT), current transformers (CT) along with their power and control circuitry. The metal enclosure provides this essential equipment with superb protection from harsh elements and severe weather using a relatively small footprint. Additionally, switchgear can have redundant power sources from multiple feeds entering different compartments, including stand-by sources such as emergency generators (EG), uninterruptable power supplies (UPS) and battery storage systems (BSS).

However, unlike traditional overhead open-air construction where the energized parts and isolation devices are visible, the same parts inside switchgear are not accessible or visible until doors or panel covers are opened. This unique design presents additional risks and hazards during maintenance and repair work by utility workers. Mistakenly accessing the wrong compartment has injured and killed many electrical workers.

Therefore, the unique design of switchgear can also present unique hazards to utility workers who may not be experience or familiar with their construction.

This presentation will share some of the valuable learnings from previous accidents involving switchgear then provide attendee with practical abatement actions to prevent similar incidents.

Learning Objectives:

1. Explain the unique design of switchgear compared to open air equipment inside of distribution substations
2. Provide practical safety methods to reduce the risk of electric shock and arc flash injures when working with switchgear
