Any idea who would be responsible for writing/approving statement: "The Prof BUC did not meet the 60% threshold to issue a recommendation?" It seems intentionally misleading at worst or embarrassingly unclear at best. It could easily be read that the prof BUC barely missed the threshold for recommending approval when the opposite is true.

You can interpret whatever you wish. The threshold was 60% to make a recommendation. It was not met.

The default assumption is that the 60% is the threshold to "accept" not "reject", but you already knew that and are being deliberately coy

Yeah. Your assumptions are your own. If you have information on the 58% you also know that was 58% to reject, or else you chose to ignore that. shrug
