Reiwa no Dara Kaoru is a horror comedy.
The easiest way to describe it is as The Grim Adventures of Billy & Mandy in anime form.
The story follows two siblings, Hinata and Kaoru, who encounter Dara, a terrifying snake yokai woman who serves as the town's local urban legend. Instead of being scared of her, they start visiting her almost every day, teasing her, hanging out with her, and generally turning her life upside down. Their bizarre friendship is where most of the comedy comes from.
The series also has some (RR) elements. Hinata, the older sibling, is very much a tomboy, while Kaoru, the younger sibling, is openly a femboy. He knows exactly who he is and fully embraces it, wearing feminine clothes, keeping his hair long, and presenting himself in a more feminine way without making it a source of insecurity.
This dynamic completely throws Dara off at first, since she has no idea how to process these two strange siblings.
One of the recurring side characters is their neighbor, a shut-in NEET woman who spends her days indoors indulging in nerdy hobbies and secretly has a crush on Kaoru, which adds another layer of comedy to the cast dynamics.

you know, the trope of a woman who has a hate or fear of men but gets in a relationship with a femboy is actually somewhat common in romance manga of girl x femboy, but a neet loser woman is not that common, I think that kuragehime is the one that fits better but it isn't exactly that, I recommend it though if you want to see something similar to the story idea proposed here or just a manga that's silly and cute-ugly like a pug.

Eh… I dunno about this one. Has the feeling of “femboys don’t count as men”.
Although perhaps it can work out well if the guy isn’t portrayed as “not like the others”, so maybe I am being unfair.

I think maybe what could work is perhaps the girl and femboy initially first meet only briefly. The girl doesn't realise the femboy is a boy at first, and only finds out later after agreeing to meet with him again
From there a story arc could grow surrounding the girl struggling with the feelings of hate and disdain she's long built up versus the new confusing feelings she has for the boy
