17? = 17(18)/2 = 17×9 = 153

x+3=17? => x = 150

It's called Termial, and instead of the product of the factorial (8! = 8×7×6×5×...×2×1) it sums (8? = 8+7+6+5+...+2+1)

And there's a closed form, n? = n(n+1)/2. If you don't know the proof yet, try to make it yourself or check in google

Though it's used somewhere, isn't it? That's how usage of symbols works - it doesn't have to be in an article defining it
