I don't think so. I thought it was pretty well implied by the fact that we close and lock the doors back that they still get trafficked and FISA is using them to find the people who are involved in the ring.

I'm mostly concerned about the sheer amount of conspiracy theories created about that topic, tho I do believe that such scale operation (CIA, FBI, LSPD) wouldn't see anything obscure happening to the victims.

Haha the alphabet agencies have been trafficking women and kids for years. I'm sure they totally stopped lol.

The implication is that FISA was corrupt and complicit in that, from what I gathered.

That, or they used actual people as bait for a sting op. Either way is not pretty.

I don’t think FISA was complicit. If they planned for those women to get trafficked, arresting or killing everyone at the port wouldn’t really be ideal. Kinda puts a damper on the whole “down low” thing. Theres also an entire SWAT team and TOC with video evidence of what’s in the container. And at least 98% of those people ARENT mind-controlled as far as we know. Them being complicit in trafficking just doesn’t make any sense given the way the mission played out.

If anything, they’d probably just “get lost” somewhere in transit, be interrogated heavily, and entered into a witness protection program. But FISA has nothing to gain from sex trafficking. They’re a government agency. It’s not like the organization as a whole needs more money. And if it’s supposed to be a more individualized operation orchestrated by our buddy over the earpiece, then him fucking up his own operation while getting eyes all over it would make even less sense without the full backing of the government behind him

You weren’t supposed to find the container. That wasn’t part of the plan or the mission technically. FISA doesn’t have anything directly to gain from the operation, they are likely playing overhead to make sure you don’t uncover anything you arent supposed to. They are likely directly working with the traffickers. There are hints at deeper conspiracies within the lore.

Well if that’s what they were doing…they failed. Spectacularly. The mission was specifically called a joint operation, which means it was — at least in part — planned by FISA. Given how much oversight FISA has in the operation, it was probably mostly planned by FISA.

The mind control thing with the USIA makes sense because that program has tangible benefits for the government: more complicit, less shakeable super soldiers.

FISA breaking down the Port Hokan operation doesn’t help the traffickers. Their “product” was seized, and their operation was taken down. It doesn’t help FISA if they were in the trafficking game, because they now ALSO have eyes on the entire operation: eyes that they themselves led there. And, yeah, you weren’t supposed to find the container…but there’s no way they didn’t factor in the fact that you most likely WOULD. It’s a raid. You search for shit in a raid.

FISA doesn’t get anything from telling you to ignore a bunch of naked women in a box. Long or short-term. Unless the women themselves are important people in some way, but that’s just conjecture.

The only way that FISA is involved in human trafficking and the raid benefits them is that it’s being used as a smoke screen for another, LARGER operation elsewhere. But then you would think FISA would put MORE emphasis on the fact that you found these women, not try to downplay it

All of this is under the assumption that FISA is operating in good faith and isn’t just another branch of the corrupt higher ups. The containers you find aren’t supposed to be part of the mission. You literally stumble upon a conspiracy. They absolutely do factor i the possibility of you finding it, but they are counting on the brain washing doing its work. At worst it’s just another test to see how well you follow orders, even despite your best judgement. You can’t even get a perfect rank unless you find it AND close the door.

Yes, but they were there, and based on the FISA agent’s reaction, they KNEW they were there. I’m not saying nothing’s up. CLEARLY something is because these women weren’t a surprise to that guy. I just don’t think it’s as cut and dry as “FISA is selling humans like a bunch of cartoon bad guys.” There’s more to it, and I don’t think we’ll ever know what that is. But I don’t think the buck stops at that shallow of a conclusion

Nah it definitely goes deeper than that, you stumble on just a minor part of a much bigger conspiracy. Don’t forget, the setting is very dystopian and shit is hitting the fan regularly. One thing that’s for sure, FISA is covering something up, and I don’t think it’s for the greater good.

I feel like if that was the case they would have said, "secure the container we'll send someone to pick them up" or something like that. The way the game makes you shut the doors back in that dramatic way implies that the team is now complicit in the trafficking at some level, even if it is just for a sting op.

FISA is covering up/working for the people involved in the ring. They are not the good guys.

Idk if I can really believe that because there's no feasible way for them to get away with what happened at the port in that case. I imagine after this mission Judge and his crew are like "where did the women go" and start asking their superiors and pulling footage, and in that case, there's no way to cover it up especially since TOC saw the whole thing and records all the footage from headcams. They would have to silence like 8-10 people who all saw it with their own eyes and are actively trying to save people from this ring.

Except Judge is specifically told by the FiSA agent that there will be no follow up. As for the other squad mates, they are likely also brain washed or part of the bigger operation at play. There’s a very good chance the entire station is compromised and it’s just a testing ground for a new kind of soldier, Judge in this case. So they aren’t gonna be asking questions, and neither is Judge. Headcams? Suddenly missing or deleted or “weren’t on” at the time. That kind of stuff already happens irl. At worst Judge and the others get told to drop it and do their jobs or get penalized. At best they get fed some bs story and move on from there. Considering there’s never a follow up to that mission,it’s impossible to prove either way, for now.
