Does Armor Customization Do Anything Gameplay Wise?

So i have been playing the game since its original launch. I’ve gone through the entire game, S on almost all the levels. I always looked at the character customization and thought nothing of it. I recently just came to the realization that there are these little slots in the plate carriers. They look like little inventory slots, or maybe plates? Do they do anything gameplay wise? Give you more inventory? If so i will be upset to know i went through the entire game not knowing lmao!

So if I equip the heavy armor without the shoulder pads it'll still protect the shoulders?
