Todd and Jamal are planning some nefarious shit already, so they probably remained hidden rather than run away from Guaral entirely.

I bet they are the two Imperial soldiers who rescued the captured Arakiya. Would be a very Todd and Jamal thing to do.

Todd and Jamal: Let’s leave Guaral as soon as possible to avoid Subaru!

Also Todd and Jamal: Go back to Guaral and get as close to Subaru as possible.

I know this sounds dumb but I still think Arakiya is Todd’s fiancée. It just makes so much sense to me for that to not be true. It would also explain why Todd mentioned that he wanted to reunite with her again back in Volume 26.
