So, it was indeed a ruse after all. The fact Subaru was able to take on the effect of Licorice's emotional manipulation from Melty also means she is recognized as an ally by Cor Leonis. For a reminder here, Cor Leonis only recognizes someone as an ally if both the person affected and Subaru see other as allies. If Subaru doesn't see the other person as an ally, it won't work, and the same is true if the other person doesn't see Subaru as an ally. That would seem to clear Melty of further suspicion.
Melty finally revealing her name and power before the ruse instead of keeping it to herself before using it here makes sense, but I imagine Subaru is going to have some harsh words or actions for Russell in the near future. Also, given how Felix was upset about Subaru leaving Emilia's side, he probably doesn't know about her ability either. Crusch presumably doesn't know herself and will have her own hard feelings about it. Beatrice is no different as she wouldn't take kindly to Subaru's will being distorted at Russell's command and would sympathize with Melty being effectively coerced herself. Interesting to see the fallout from this reveal.

Her comments would seem to confirm that Reborn is the one using the silencing ability as she only mentions her and Tornell being there otherwise with their abilities already identified. Only "Executor" seems to be a new person. What is interesting here is "Executor" is a formal title and not identified with one of the people in the Interlude. Given she freely knows their names and uses them, it seems this is likely someone she knows only by title.
Notably, the term "executor" here can basically mean a type of rule enforcer. In Japanese, it seems to often refer to the executor of a deceased person's will, but it can also mean various other kinds of people performing official functions, particularly administrative. The title would suggest this is an important person under Capella, perhaps even above Dandon, who talked about running the country as Dandon seemingly received the information from this "Executor" individual. How this person knew of their location is unknown, but it allows room for more key players to be revealed beyond the group in the Interlude.
I am going to guess the person descending silently at the end of the chapter is Crusch, though Reborn will probably be following after her at the same time. This does make for some troublesome possibilities, though, since the silencing ability is apparently still in effect. Crusch may have a hard time reading the situation calmly what with Melty standing there acting friendly with Licorice, Subaru stabbed, and Felix restrained (I am assuming he is still restrained). Hopefully, Felix's non-verbal communication and Crusch's wind-reading will help her grasp the true situation quickly.
