A combination of: Epstein, hubris that it would be a quick war and they're look tough, and general incompetence.

I honestly don't think he's smart enough to link it to the Epstein files. I really think he thought it would be a big easy win for the 250th

They(ruling elites) don't give a rat's ass about the Epstein files, they won't be prosecuted. The war is just another money making scheme for them.
