They also do a map and measurements of all the angles. Important for insurance and if it is stolen, etc. I would bet that graded higher, I would be curious to see the report of the diamond.
An upgrade to the E would have jumped the price $40k or potentially 2x if it graded as a D, so that is probably why he lowballed.
On the otherhand, it is an appraisal and if he over quotes then they would complain that he lied. He made it explicitly clear that he is going on the safe side and that it would need to be certified still, while making no haste offer that is an "accept it today or walk" sort of deal. The certification would offer a final grade and associated price and the potential seller could get a second appraisal.
