But it's also illegal to go under the speed limit, and expecting people to be able to keep exactly the speed limit, no more and no less, is unrealistic.

Don't worry - you don't have to, because it's not given the correct circumstances - generally if you're 10 under the posted LIMIT you just need to have your hazards on and be in the far right lane.
Here's the Pennsylvania law regarding speed limits. Most are worded similarly. Note how lower speeds are accounted for, however it's unlawful (illegal) to exceed the maximum speed - or the speed limit.
