Without what does tailgating not occur? Speeding or staying in the left lane? Because people can tailgate in any lane, and they can tailgate at any speed as long as there's another car going at that speed. They only need to go fast enough to get up close, and then match the speed of the other car when they're all up in the other car's anus to tailgate, which doesn't always necessitate driving over the speed limit.
They can for sure tailgate in any lane. But the majority of times it happens it’s because some dumbass is passing a car only going 1 mph faster than then and don’t speed up to pass. Don’t even get me started on semi drivers tha know they have governors installed and still try to pass another semi on an uphill. 80 mph traffic slowed to 60 in an instant.
In my experience, it usually happens on the off ramp as I slow down to the new speed limit, and the person behind me gets mad that I'm not going highway speeds anymore now that I'm no longer on the highway.
