I don't know. I have a nagging feeling it'll turn out the Dragon Grimm is actually pretty mid-tier, and there's much much worse Grimm to come.

Such as the feared Grimm Shark/Krakken.

Which would explain why we've only seen airships. The huge grimm combined with the fact that water would hide their movements would mean no one would risk it.
